Since the housing loan interest rebate comes under ‘Income from House Property’. Can a person claim exemption against HRA by submitting rent receipt as well as housing loan interest through his employer by merely declaring that he does not have any income from housing property.

Yes He Can. when person having residential house in other city and working in other city at that time he can take benefit of interest on housing loan and HRA though his employer.
