We are Register Dealer in GST , RCM is applicable this year (F.Y. 2019-20) for this service which mention below from Unregistered Dealer 1) SALES COMMISSION PAID @ 1% against Turnover 2) Technical Consultancy Fees Paid 3) Interest paid against unsecured loan form Director & Others. 4) Profession Fees

None of the above services from unregistered person covers under RCM from FY 2019-20.
The entire provisions of section 9 (4) has been substituted by the CGST (Amendment) Act, 2018 which is effective from 1st February, 2019 Central
As per new provision , Govt can specify a person / category of goods/ services for RCM under 9(4)
So far , Central Govt Notification No. 07 / 2019 specified certain services of real estate only for RCM
