20 April 2019 None of the above services from unregistered person covers under RCM from FY 2019-20.

The entire provisions of section 9 (4) has been substituted by the CGST (Amendment) Act, 2018 which is effective from 1st February, 2019 Central
As per new provision , Govt can specify a person / category of goods/ services for RCM under 9(4)

So far , Central Govt Notification No. 07 / 2019 specified certain services of real estate only for RCM
