Who has to prefer an application in Form 13 under Section 197 to seek a certificate from the Department for deduction of tax at source prior to sale .,whether it is the Seller (NRI) or is it the buyer.In case case it is the seller, can the CA file the application on his behalf.Request for early clarification since the NRI is expected around 25th of this month.
