I wanted to check that the previous emp salary that a new hire is required to declare at the time of joining, should the salary before exemptions from 80C or after the exemptions from 80C

You can be declare what ever previous employer considered Deduction U/s.80C you can tell salary before exemption and inform how much 80C deduction considered in previuos employment

04 February 2010 Agreed with Mr. Ramesh.Try to declare the before deduction salary and submit all the proofs of the 80C Deduction to the new employer since the new employer will deduct the TDS on your salary and it would be better to clarify the total amount of 80C Investment to the new employer.
