Can a member registered in Delhi I.e. having membership no. of Delhi, can practice in Other state.

Yes. the location of the office is not relevant. a chartered account is permitted to practice anywhere including abroad (subject to local legislative framework of the said country)

Yes He can Practice in any other state of India.
