perquisites exempt for medical expenses

Mr. A (Employer) has incurred medical expenses for Mr.B (employee) and paid to Mr.C (Doctor) . he has incurred rs. 50000 expenses. now mr. A is asking Mr. C to give him certificate certifying that the above expenses is a perquisite for mr.B and exempt upto 15000. is the doctor liable to give any certificate as such and if yes which certificate number.

a doctor is not so liable
it is the employer who will include 35000 in salary of B and deduct tax thereon
