can the date of Partnership deed be valid prior the Stamp paper date ??

It could be but depend upon the number of days prior to stamp paper date.
If it is within reasonable days then in Partnership Deed a clause is to be added that Partnership is doing business since....on verbal terms and conditions and now being put into writing to avoid any confusion or misunderstanding.
