Pan not found in dgit database

The Assessee was an NRI and for him PAN was allotted long back by NSDL , It was found that his PAN details are not found in DGIT database and as a effect of the same we are not able to register his PAN in Income Tax Site. We have to file a appeal which needs to filed online. We Don't know how to deal with this situation. Kindly notify me the possible solution in this regard.
