In the case of bullion merchants, they sell silver to various companies for making of silver foil. In that case, this condition applicable.

2. ONLY FOR PAYMENT TO DEALER FOR PURCHASE OF THE ABOVE ITEMS.

In view of the above,my understanding is not applicable in your case since there is no purchase and sale is involved in the cited issue.
