whether it is mandatory to file service tax return online for all Assessee

No, only for the assessee whose tax payable is more than Rs. 1000000 in the previous year is liable to file the return online. It is optional for the rest of the assessee.

Note that the limit of Rs. 1000000 is including input credit.

On line filing of ST-3 is made mandatory from 01/10/2011 to all, irrespective of tax and turnover.

As per the circular 43/2011 of Service tax issued on 25th August e-filing is mandatory for all assessee.
