why govt.is allowing to those person who have black money .that they can deposit money on condition.

To encourage the black money holders deposit their money in banks 50% tax is levied for those who disclose their black money deposits. This will discourage illegal exchange of black money and get deposited the black money in banks and higher tax is collected.
