If in F.Y.2012-13 Mr. X was appointed as statutory Auditor. Mr. Y was appointed as statutory Auditor of F.Y. 2013-14. however, in Jan-14 Mr. Y gave resignation and Mr. Z has been appointed as new auditor in AGM.
My question is from whom Mr. Z will take NOC?

where is the question? its simple, you have to communicate with the immediately preceding auditor...So communicate with Y.
