what is negative list of service tax? meaning of reverse charges in service tax and new changes??

1. Negative list means that service tax will not be levied on the services specified in the negative list. It will be levied on ALL other services (except services exempt by notification).
2. Reverse charge means that the service RECIPIENT is liable to pay service tax for the services.
