Liable to charge & pay service tax

I have been registered with service tax deptt recentlty for the purpose of account opening providing services of accountancy & taxation but my turn over is not exceeding Rs.9Lakh. Would i am liable to charge & Pay Service Tax?& required to file service tax return of NIL?
