Issue of form 16 by a public limited company

Whether it is mandatory for a public limited company to Issue Form 16 downloaded from tin-nsdl site.
The circular in this regard contains the wording Form 16-A only and not Form 16

It is mandatory to issue only Form 16A (non-salary TDS) from NSDL website.
Form 16 can be issued otherwise also.
Moreover, the Form 16 downloaded from NSDL does not contain details of salary & deductions etc.
