int on delay of refunds

it is a practice in i tax deptt to process return of i tax and determine refund due to assesse. however in a large number of cases actual cheques of refund are not issued simultaniously and are issued after a considerable period of time. int on these refunds is given till the date of processing of return and no int is paid for the period between date of grant of refund and date of actual cheque issued. is assesseeentitled to this int .if yes under what section
