Dear Sir,
If annual income less then 249991/- including of Bank interest. can we file to ITR.
i never filled ITR.

In this case filing of income tax return is not mandatory. However return should be filed in the following cases:
1. The bank would have deducted TDS on the interest income (if it exceeds Rs. 10000). In this case you should file the return and claim refund.
2. You can file the income tax return voluntarily also.
