If father made FD in banks and he died, then can legal heir file return on father,s name and claim refund of tds in ?

The return will be filed in the name of father by the legal heir. The return will be signed by the legal heir.
The refund cheque will be issued in the name of the father only.

on the signing place of return , legal heir is sign by own name or how he can sign and is any other document is attached alongwith the return ie showing in the return that legal heir is signed.

through legal heir
Mr. (name of son)
At the place of signing, the legal heir will sign. No death certificate or any other document is required to be attached with the return.
