For the purpose of appointment of a Full time Company secretary, a companies Paid Up Capital shouls be more than 5 crores. Does paid up capital include any kind of reserves for this purpose?

No, paid up capital does not include any kind of reserves for this purpose i.e. purely paid up capital of the Company.
