Sir I am a govt employee i am taking 2200 rupees h.r.a per month 7% of basic i am paying rent 2500 per month is it necessary to produce housing rent receipt to the pay authority or not? when it is mandatory to produce receipt please reply me in detail

the rent receipt should suffice your cause.
Even if your employer insist of rent agreement (which you may or may not be having) and refuse to consider the credit for rent paid in the tax computation for TDS purposes, you shall be within your rights to claim the same while filing your income-tax return.

Salaried employees drawing house rent allowance up to Rs. 3000/- per month are exempted from production of rent receipt.
So your employer is even not authorized to collect rent receipts as well.
