I am an individual receiving goods from an individual through lorry transport, is i am liable to pay service tax

Being an indivisual is not conclusive that you are not liable to discharge service tax on GTA.
If you or the consignor is a Registered dealer under Central Excise you are liable to pay, else, no.
If you or the consignor is a Registered dealer under Central Excise you are liable to pay, else, no.
