In GSTR-1 is it compulsory for all dealers to fill values in 'Document Issued' as there are changes in these numbers.

Yes for the dealers it is mandatory to fill Table 13 "Documents issued during the tax period".

Ideally you should have shown but in case you have missed out then it will be considered as Return not filed as prescribed in law and rules.You cannot show the same in the next month return as table asked for details of documents issued during the month.
