Gst registration for multiple state

We have only one Office in India (Mumbai) and we are service provider in different states, Shall I raise Invoices from Mumbai Office or Need to Register for each different state ?

Since you have only one office in Mumbai, and service is presumably provided from such office you need not register in different states.Registration in Mumbai should suffice.
