IF THERE IS A PERSON WHO IS NOT REGISTERED UNDER ANY LAW, THAN WHEN HE IS REQUIRED TO GET REGISTERED UNDER GST???

He has to register under GST when his turnover exceeds 19 lacs or liable to pay GST under reverse charge or in such other cases as per GST Act. Registration under GST has to be done within 30 days from the date liable for registration.
