Freight paid by individual

a proprietorship firm has paid freight rs. 1148. the transporters has confirmed that the truck in which the proprietorship firm's goods carriage, the total freight of that truck is more than 1500, plz tell me weather this proprietor ship firm need to pay 30% ST on 1148 or not...

at caclubindia, some tax experts has said that individual is exempt from GTA weather he has paid below 1500 freight or above 1500, in both the cases individual is not liable to pay ST on freight under RCM...
