A company having paid up capital of Rs. 10 lakhs or more but less than Rs. 5 Crores shall obtain Compliance Certificate from PCS and file the same with ROC in Form-66.
Provided if such company has appointed Whole Time Secretary who is member of ICSI then compliance certificate is not required to be obtained.

Dear sir, I want to know If a company has Authorised Capital of Rs. 25 lacs, Paid up capital Rs. 1 Lac and Share application Money outstanding is of Rs. 19 Lacs, then form 66 is mendatory or not???
Your paid up capital is 1 Lac so no need to file Form-66. Share application is not part of paid up capital.
