Sirs,
can i file form 23B for the years 2006-07 to 2012-13 now. how much would be the penalty for it, if previously the said form is not filed.

No, you will only file, 23B for the FY 2011-12 and 2012-13, with payment of additional fee.
Rest of the FY,Form-23B filing was not mandatory. Form-23AC demand SRN of 23B and for the FY 2006-07 to 2010-11 you can use Z99999999 as SRN at the time of filing of Form-23AC as annual filing.
Penalty will be 9 time of normal fee of filing of Form-23B.
