One of our clients has not received Form 16 from the party which deducted its TDS. Moreover the party is not giving the same. Is there any way by which Form 16 can be downloaded in this case?

I believe you are referring to Form 16A. Well you cannot download on your own. but you complaint with Jurisdictional TDS officer for the same as non-issuance of TDS certificate is a punishable offense under income-tax act.
however as long as the credit is being reflected in the Form 26AS, your client should be happy.

Right..TDS credit can be claimed without 16A if reflected in 26AS

You can use 26AS to avail TDS credit. On the basis of salary details/payment details as told by your client, you can fill up ITR also.
