Please advise--
U/S 195, I have to make Foreign payment of membership fees & Reimbursement of expenses.Since TDS is not to be deducted on this payment, wheather i have to submit Form 15CA online or not on the site of Incometaxefilling.

Form 15CA is to be filed irrespective of whether TDS is deducted or not.
Form 15CA is to be filed for ALL foreign payments.
