In case of defaulter of all director and there is no secretary appointed than who can appoint manager and whose signature may be affixed on form-32.

In such case you need to first file the annual documents and get the signatures of director free and then only he may sign and file the documents. However, in case of defaulting companies defaulter director may sign and file the forms.
In case of non defaulter company defaulter director cannot sign.
In case of non defaulter company defaulter director cannot sign.
