Suppose an employee working earlier in Mangalore file his return in the current working place (Bangalore)? If not how to file his return?

Yes, he can file at Banglore as the Permnent Number remains the same. However, he should get his data updated with the department by giving application 'PAN Data Change' through NSDL or UTI.
