Exception of kashmir from service tax.

In India, Kashmir is exempted from service tax. Why it is so? Please help me to find the answer..!

in service tax act it is mention that that act not applicable on J&K

That i know.. i need to know the reason why they excluded? Is there any special reason for that?

the special reason is as you must be knowing the ongoing fight between india and pakistan and terrorist is ongoing to control kashmir it is very difficult for service providers to provide service in this war ful areas therefore in order to encourage to provide services in kashmir indian govt has exempted for all servicer provided in j&k for more development.
