I have to make payment for testing fees in France, whether TDS will be deducted or not?

you need to check if there any dtaa between france n india and relevant article else deduct tds u/s 195

i have checked, there is dtaa between india and france, but it is not cleared whether the tds will be deducted or not?

then u need to read every article in it and if there is no mention about the transqaction u entered in it then u need to deduct tds u/s 195
