Difference in property valuation

09 October 2011 THERE IS difference of 65%in agreed vale & municiple value of building ,a.o want to add difference saying that transaction shows drastically differece.
But transaction infact genue because in urgency of cash liquidity ,builder sold property.

what are the documentation to show that transaction is genue?

is compulsory acquisition is possible?
