14 May 2010 cpe hours are mininmum 10 hrs in each year and 45 hrs for three years aggregate....is it right for member not holding COP...whether there is any Relaxation in case of first year of membership(CA)

There is no relaxation in first year of Membership.

14 May 2010 Agreed with Mr. bansal on the CPE hours requirements. You can check the files section for CPE Hours rules.

However, on your second point, my view is that there is exemption for CPE Hours during the first year of membership.
