Can the Importer can passed on the Counter Vailing Duty to his customer & Customer (Who is a Manufacturer) can enjoy Input credit against it.

The addtional duty of cusotms ( which is equal to excise duty) normally of 10.3% can be passed on to the manufacturer or service provider.
The special additional duty of 4% would also be eligiblke to be passed on but only to manufacturers.
