07 November 2013 uptill now ICAI's notification has excluded it from nov13 syllabus only.It can't be said that new act will be applicable by your time

But ICSI has issued notification for applicabilty for some provisions of new act to be applicable from dec2013 onwards.So,it can be expect to some extent that the act will be applicable from may 14 attempt.
But wait for official notification by ICAI.In the meanwhile consider new act also in your preparation.
