For preparing Compliance Certificate of a public company for the year 2013-14 which Act we should consider?
the old Act only
or old Act and 98 Notified section on 12th September?
please support me with your answer

09 June 2014 Compliance certificate is issued for the financial year 2013-14. Therefore, the law to be followed is Companies Act,1956 and the 98 sections of 2013 act notified on 12/09/2013.

09 June 2014 but sir section 185 i.e loan to director is notified from 12th September 2013 so how to deal with that in compliance certificate?
