Can any one provide me procedure for obtaining COMMENCEMENT CERTIFICATE of Private Limited Company.

No need to apply for 'certificate of commencement'.
PS:- Earlier ,before commencement of business, eform INC-21 has to be filed but that provision is withdrawn by Companies (Amendment) Act,2015 w.e.f 29-5-2015.
