What is change in cenvat rule in recent budget?What is procedure to be apply at the time of inputs clearance? any other change in cenvat rule?

12 July 2009 The amount payable under Rule 6 has been reduced from 10% to 5%.
There is no change in the procedure of removal on inputs as such
