Cenvat credit on input services before registratration

We are setting us a new manufacturing plant, where Excise Registration is not yet opted by us.
My query is, can we eligible to avail cenvat credit of Input Services like,professional services, security charges etc.

You should register and avail credit of not only service tax but also the excise duty paid on capital goods

Before the registration of central excise and duty payment on final products, you can't avail cenvat credit on accumulated input service. Because no relation to the manufacturing of final product of this input service.
