Kya hum kisi ko 20,000/- se jyada cash refund kar sakte hai. If yes Plz tell me sec. also

You are talking about sec 40A(3) & sec 40A(3A). But Dear Arjun, These sec applies only when you incur any kind of expenditure.
As refund is not an expenditure , therefore do not fall under these sec . Therefore you can refund any amount without limit in cash.
