I have paid Rs.20000/- to one Staff member as Advance for Expenses. He has submitted various bills to clear that advance. Now my query is Can pay Rs.20000/- as Advance for Expenses or it will be disallowed.

Yes, it is allow and treat like prepaid expenses.

you can give advance 20,000 or more. But one thing to remember no bill which is adjusted with this advance must exceed 20,000/-.
