My friend has 50.5% Marks in graduation (B.com). He wants to appear for IPCC. Is he eligible to appear directly for IPCC ? Can he give exams in Nov, 2011. Please advice.

No he cannot. Minimum 55% will be needed and that too after the notification will come.
