Why Budget is declared late when new government takes charge?

It is code of conduct enforced by the Election Commission. Usually no policy announcements or changes can be done within 6 months before the elections. Therefore the parliament only passes a Vote on Account to keep expenditure running till new budget is presented after new government is in place. Also the incumbent government may declare a budget that may be difficult for the new government to implement. Therefore it is also a matter of courtesy.
