VAT on hire of Movable Asset

Dear Members,
Kindly ignore the previous one.
One of our clients wants to purchase machinery and transfer the same to other party on lease. Kindly advice on the VAT implications i.e. VAT will be charged at what rate and schedule entry if any.

revenue stamp

What is the use of revenue stamp to be affixed on the vouchers amounting more than 5000/- ? is there any other criteria of requirement of revenue stamp ? Is it compulsory to affix revenue stamp on each voucher exceeding Rs.5000/- or there is any other provision.
