In case of Hire purchase transaction, possession of goods is with Buyer,Ownership is with Seller and risk & reward is associated with ownership is also with seller Hence Vendor must Depreciate the asset ,i think because substance over form will not applicable and also economic substance is not about possession and/or use, its about the risks and rewards.

I have registered for my IPCC course through direct entry by taking a DD of 11000 rs which includes ATC also.So,When registering for my articles should i take another DD of rs 2000?
Or Is it included in the first DD itself?

In case of credit sale ownership is transferred at time of delivery of property and not at the time payment received.Hence as per AS-9 Revenue shall be recognized by seller at time of transfer of ownership and not payment received.
