Can any one tell me that the limit of applicability of ESI and PF . and tell me also that ESI and PF is only applicable to Companies or to the partnership firm or.........

i have applied to icai for permission in form 112 to join other course ie. Bcom.
i have appeared bcom final year in april 2013.
and my result was announced on 10 august 2013
meanwhile in may 2013 i have joined one mew cource ie. CWA.
since i have completed Bcom but i have not taken any permission from icai till now
Now i want to fill form 112 with late fee
but i am not certain of period from may 2013 to august 2013???
and when my bcom will deemed to be completed whether on april 2013 on appearing in exam or on declaration of result???
what should i do.. fill 112 or not???
