Whether service tax is levialble.

this is to enquiry that we are pvt. ltd, co. registered in kolkata, now we have received work order from foreign client say usa for civil work,installation of artificial turf at football groungd in bhutan, now this is to enquiry whether we need to charge service tax on invoice to be raised to fpreign paty,
further, we need to hire local labour from bhutan for execution of work thereat , does it involve levy of service tax.
further Vat in case we purchase all our consumable item from kolkata which is to be transported thereat for its consumption

If a person is registered with service tax but he does not reach the threshold limit of 9 lacs, in this case does he have to collect and pay service tax, and is this exemption for every financial year even if he is registered with service tax
Our Client is in receiving xerox charges exceeding more than Ten Lakhs Peranum. Whether Service tax will be levied? If it is leviable on what portion the service tax is leviable and at what rate? Because our client receives consolidated rate for xerox charges inclusive of cost of material i.e., paper, tonner,electricity charges, man power charges, packing charges, transportation charges and telephone charges etc.,? Also note our client doesn't maintain details of inputs used and neither he has charged any service tax from his customers. we have paying service Tax through Service providers tax Invoices, and insist to them to provide service Tax challan after making the service tax payment what ever we have paid them through invoice.but some service providers are not willing to provide service Tax payment challan and ask me to show the Rule. Hence i am requesting you to provide rule Number.Because they are trying to avoid service tax payment what ever collect from us.
further my quarry if service provider not paid the service tax then is there any affect to us against availing cenvat credit.
