IGNOU A&F BCOM is equal to normal distance graduate degree? Can we write competitive exams like banking exams, CAT,UPSC etc with this degree..

I completed first year of articles. If i apply to IGNOU
A&F BCOM now and file form 112, that is fair? I mean i am not eligible for penalty of non filing of form112 ?

For that, the company ABC Ltd, received 10% on Total CTC of a candidate who has placed in a company as there consideration for their service.
